As to network connection, it seems iLiad only accept DHCP assigned ip address. If you really want to fix a ip address for your iLiad, register it in your router (assigna ip address for specific MAC) and enable DHCP in your router. It will make your iLiad always get an unchanged ip address.

As to USB stick, I never used one on iLiad. So I don't know how to solve your problem. I think there might be two possibilities:
1. Your usb stick is not compatible with iLiad. Find a compatible one.
2. Partition format not recognized by iLiad. Try FAT32.
