Well, this isn't an area where I have a great deal of personal experience, but organizations like condo associations and private swimming pool associations, etc., impose fines and penalties all the time. Members who believe the fines are unjust can take the associations to court.
If Mr. Sterling believes he's being treated unfairly (or illegally) it's up to him to take them to court. He certainly keeps lawyers on retainer. I'm sure they're negotiating in the background right now. I'm also sure this isn't going to make a big (enough) dent in his net worth.
