It will do two things, but you have to set the language of your books first.
First, it will set the language code of the OPF file (a very important internal metadata file) to the book's language code. Specifically, it updates (or creates, if needed) nodes matched by the XPath expression //opf:metadata/dc:language
Second, it takes every internal content file and adds the 'lang' and 'xml:lang' attributes to the <html> tag.
This was primarily done to address issues with hyphenation when the book's language isn't properly defined. I'm not sure what effect it has on standard dictionaries. I'd say give it a try though, the worse that'll happen is your books still won't use the right dictionary for definitions.
