I think the captcha is required for below average purchases because some groups were reselling Steam keys from the "pay what you want" games. Having to type in a key makes it physically a bit harder for the resellers to to do this.

Maybe, but just giving away volume 1's (which I'm pretty sure Image has done before) probably works better for that.

As for the Steam keys, they require you to link your account to Steam to redeem now. You can gift a game, but I'm not sure how that works and you still have to link your account first, so it's unlikely you can easily resell them. That makes the CAPTCHA seem like it's no longer necessary. Plus, they're requiring it even on this comic bundle, where Steam reselling can't be an issue.
