If they were having an issue with how low people were paying on average, they should just get rid of the whole average aspect of the middle tier and put a minimum set price in like their weekly sales. (StoryBundle does this as well.)

They do it more like that for the weekly sales, those have a few, generally crappy, titles at set your own price, then usually exact tiers to get the good stuff. The current one's got $6 & $10 (plus a couple of extra oddball ones that get you t-shirts and stuff, which is the first I've seen that happen). But the last two book-related bundles (this one and the last ebook bundle) they played these kind of games on. Last I checked on the ebook bundle before it ended, it wasn't pulling in nearly as much as previous ones.
BTW, if you've never tried paying below the average, they make you solve a CAPTCHA if you do so. I found that insulting enough I stopped throwing in a dollar or two to support the concept on bundles I didn't like.
