ebook-meta command doesn't add cover to ePub and mobi

Command line documentation lists epub, azw3, and mobi as supported formats for writing metadata. However, all my attempts to add jpg cover to epub and mobi using command ebook-meta failed. I was able to add cover only to azw3.
I managed to replace cover in epub using Calibre editor but this is not an option for me, I need command line support for this matter.
Is it correct that epub and mobi do not support writing cover as metadata?
