the devices (reader app) rules prevail.

Some require you to remove the book to allow a resend.

I use Calibre Companion in Wireless device mode. It will synch the CC view (but the book will not have the latest internal metadata. for that, you need to send again.)
Then, if you were reading, the book may be cached by the reading app so that even if CC had the latest, you are still presented with the stale version
