At first I thought this was a Kobo implementation thing, but checking the same string in MS word with Georgia selected see the same effect.
So is their some subtle rationale for why the font is deigned like that ?

I remember some complaints about Georgia and numerals from years back. Quick checking shows one page I referred to is still there and it claimed the descending numerals looked better when mixed in with lower case text. A claim which I've seen elsewhere and find hard to agree with. Matthew Carter, the designer of Georgia, stated that he has received quite a few compliments on the numerals. Considering his history and contributions, his opinion is probably worth a lot more than mine.
