Yes it does. But in my post I specifically referred to theduck's experience which was that these things happen
"later in the day" for them.
But to elaborate:
My experience is that no part of the update has ever happened "later in the day" but instead the download and installation proceed serially from the moment the update is initiated by myself.
I do, very occasionally then get prompted to restart after updating, this almost limited entirely to "Patch Tuesday" updates so such restarts are no more frequent than once per month and usually less frequent than that. As I recall I am always given the option to do that either then or at a later time initiated by myself and apart from major updates (such as the recent close to 1GB one updating Win 8.1 64bit where, in fact, a series of restarts were prompted

) any extra delay due to the update during the start is brief, and when it is to occur is entirely in my own hands.
My own practice is to update when I know that in the rare case should a restart is prompted, I can perform it immediately without interfering with anything else.
I do not recall these delays having been any longer in XP, Vista and Win 7, but that said they probably seem less intrusive with Win 8's hybrid boot which means it probably does a start, runs through an install delay, and is ready to use considerably faster than an ordinary XP start, for example.
