That over many years and many PCs through XP to Win 8.1 in the Professional or higher versions (I cannot recall how pre-XP version updates worked, and have little experience of the "Home", etc. type versions). Of course, a PC manufacturer's own cook-up of Windows may perform differently.
Am not questioning what you say. Am just interested as to what is behind your experience, in case is come across elsewhere.

Pre XP was always a big
I only use. NOTIFY, then do a Custom Update, Picking and choosing what I allow (no
Bing, Index), For years I had a Turtle Beach Montego sound card
tat Windows would misidentify (used the same sound chip) and mess up the driver. I ran a Netware 4.2 server for years. Win messed the drivers for connecting to that also.
