Not sure which library/ies you plan to choose, but I would check their offerings and see which format they offer most books in.

My library clearly has many more books in pdf format than mobi. And the majority of their mobi books are also offered in pdf format but not vice versa.
So if my primary source of books were the library, I would pick a reader with good secured pdf support.
