I always assume all the devices and apps had a way to rate the books on the device. I know the Kobo devices and apps do, but it in the library database rather than the book metadata. For the e-ink devices, you can fetch this to calibre using my utilities plugin. I don't know if any other device can do this.

A possibility is to use collections. You should be able to create a collection based on the rating stored in calibre.
