I don't think "hoping you forget" is necessarily the real reason. A lot of websites have the coupon/promo code area in the exact spot. Although most sites don't ask for payment information before the confirmation screen.
It's danged confusing. I only tried it after asking two different people. It's even more confusing because there is a spot for a gift cert on the first page.

They could possibly try a little harder with their interface and in telling people what type of file they are buying and so on. No, really, they could.
