It varies by state. I can vouch for the fact that I have paid state tax (accidentally) because I didn't think about putting my correct state in.

I don't think "hoping you forget" is necessarily the real reason. A lot of websites have the coupon/promo code area in the exact spot. Although most sites don't ask for payment information before the confirmation screen.
