Got to admit I'm not sure that I've ever bought a baen book, but my recollection is that it's been discussed here before and I thought that some of the books were discountable.
In the meantime perhaps you could try the Kobo India site .... all books seem to be discountable and most seem much cheaper than elsewhere to boot!!

Norfolk Island (USD) (actually part of Aus - except Kobo thinks differently)
Hong Kong (HKD)
Peurto Rico (USD) (sp?)
Singapore (USD)
As to what publishers are discountable - all bar the big 6 (?), and I can never remember who they are, because I shop in countries that don't support non discountable books.
