You didn't show any text. Is the text a series of lines all ending in <br/>? For it to reflow it has to be formatted in a series of paragraphs, rather than as individual lines.
BTW I believe the tags and tag definitions all have to be in lower case in epubs. Also case has to match in epubs, too.
This css reflects a lot of formatting which may not display well depending on the device. You might check out
www.w3schools.com/css and the wiki on this forum. You're going to have to learn it in order to do this sort of thing and there is no magic bullet. You can try converting it in calibre and play around with the various settings and see what you get.
