What do the permissions settings look like on that registry key, I've attached mine (Win 7), I don't think this stuff has changed much, if at all.
when you install a Windown [sic] update that does a restart, it does some housekeeping after the restart and the system becomes usable. It's not truly finished until you get the - Updates installed do you want to take a look - notification. Immediately after the Win 7 March patches I tried to install something (not calibre) before that notify popped - it said something like "bugger off - there's another install already running". Was OK after the notify.
