Sadly, I think book 3 is the high point of the series IIRC. I loved one of the secondary couples (forget which book) and the main couple in book 7

Cindy Gerard's Black Ops Inc series. It's sort of a spin-off from her Bodyguards books, but the only one you'd really need to read is the last book.

I've got a few other series in my TBR that might fit the bill, but I haven't read them so can't say for sure.
