I registered for this site just to respond to this comment as I am a web developer and was looking for solutions as to why my site scrolls properly on every browser except safari.

Guess what, it is not a site issue. Safari (for whatever reason) refuses to scroll to the bottom of the page on on the macbook air I`m testing it on. I know the content is there because if I zoom out I can see the missing content just fine. I can assure you I am WC3 compliant whereas in this case Safari is not. Also, Chrome, which uses the same rendering engine, works just fine. So my case (and likely the OP`s issue as well) IS a safari issue; specifically the "good" folks at apple attempting to take over your dangerous scrollbars.

Bottom line: Safari is a bad browser. Don`t use it. It`s only slightly better than IE 8 in terms of compatibility with modern web standards and it`s not even the browser`s fault; it`s Apple`s poor integration and attempts to babysit you through web navigation.
