calibre generated PDF files use unicode cmaps, a feature of the PDF spec that is over half a decade old. You need to find a PDF reading app for your mobile device that supports unicode cmaps.

And PDF files are never going to be re-arrangeable. If you want reflowable text, dont use PDF.
