The S3 mini only has 1 GB of RAM, so I would avoid that model, as RAM use is one of the primary causes of lag on Android (the other is cache use, which can be fixed easily by occasionally invoking an app that frees cache in one touch).

You can moniitor your RAM use and get good results (that's what I do on my 1 GB phone), by a) limiting those apps that use up too much RAM, b) limiting widgets, and c) limiting total number of apps to a reasonable number (I've found that uninstalling 50 apps gets you about 25 MB more of free RAM). But it's easier to just get a phone with more RAM than 1 GB. Apps assume newer tech, so we're seeing more RAM use by apps as time goes by.

The S4 has 2 GB of RAM, and the Note 3 has 3 GB. The S4 mini has 1.5 GB of RAM, and is reportedly coming to AT&T soon.

I have no personal experience with any of these models. I would chose among those by size, dictated by eyesight and carrying ease. If you're like me with good eyesight and prefer a small phone, I would wait for the S4 mini to get that extra 500 MB of RAM.
