It's of course possible, except back then didn't have contracts with each pub just with their distributors and they still were using the same distributors (primarily LightningSource/Ingram). It's my understanding that when Agency came along the stores all had to do contracts with each publisher (even if using a distributor) and the pubs weren't in any kind of hurry to get anything done with the small stores. BoB was missing titles for a long time (don't know if they ever got them all back) and IIRC it was one of the reasons CyberRead gave for closing up shop.
