This part of the post reads as if the Kindle Touch you are working with is one of the "development" (prototype) devices that got shipped to end users during the KT shortage.
Two or three others have been reported here in the past.
But those where discovered while they where still operating normally and the owners installed the public, production, firmware release.
If my guesses above are correct, you are breaking new ground, trying to un-brick a prototype Kindle.
