You can have un-registered Libraries (those that are not on the list). These are just normal Folders in all other respects.

You register a Library with Create/Switch. The Library becomes Active and the old and remaining (there are count limits) registered libraries appear on the Quick-switch list.
The Remove: <selection> is just a housekeeping feature. To REALLY make the Library go, you clean the list, then go to the indicated (popup) location and nuke the folder.
