Since when are Government programs required to make sense? There was one once; but, it was quickly closed down.

Under the stated terms of the program you must purchase the e-ink reader before December 31, 2009. This gives you another whole year to buy it and still receive the rebate.

Why a $500 rather than something less? Perhaps the person bought an iLiad or the new Sony 700. Maybe they are looking to buy one of the new generation of larger sized devices.
