Yes. There have been two theatrical movies ("Dr. Who And The Daleks" and "Daleks - Invasion Earth: 2150 A.D.") based on Doctor Who and also a TV movie. The two movies were released in the 1960s and star Peter Cushing as Dr. Who (not The Doctor), a human scientist. Both movies take elements from Doctor Who TV series (including The Daleks) but are not canon.

In 1996 a TV movie featuring The Doctor was broadcast. Unlike the above two movies, this one is a continuation of the old series and was intended as a pilot for a new Doctor Who series.
The TV movie features Sylvester McCoy (returning as The Seventh Doctor), Paul McGann as The Eighth Doctor, and Eric Roberts as The Master. Although the ratings didn't warrant a new series, from what I've read Paul McGann has made a large number of audio-only appearances as The Doctor and he did return to the role of The Doctor on-screen in the miniepisode "The Night Of The Doctor."
