I found the converted mobi version of the file does sync.

1. Converted the epub to mobi (old format) in Calibre.
2. Updated ASIN using Quality Check plugin.
3. Side-loaded the mobi version to my Paperwhite.
4. Opened mobi on my mac and opened in K4PC.
5. I was prompted on my Paperwhite to sync to furthest reading location.

Getting back to the azw3 version, I verified my azw3 had the correct headers by changing the extension to azw and opening it in Mobi Meta Editor:

EXTH 113 = B008******
EXTH 501 = EBOK
EXTH 504 = B008******

Apparently, the issue must be with the firmware on PW1 5.4.4. My concern with epub to mobi is the loss of formatting but if I want to sync reading positions I’ll have to live with that.

If anyone has any further comments let me know.
