My first Amazon account was with Amazon.ca, and I purchased many physical books with them over the years. Then ebooks came on the scene, and my first Kindle account was with Amazon.com because .ca didn't sell Kindle books. So from Canada, I used Amazon.com to purchase my Kindle books from my physical location in Canada, and Amazon had my Canadian physical address and credit card info. Then I became a snowbird. Sitting at my U.S. address, I entered that in my Amazon.com account information and changed my country settings to U.S. Lo and behold, some books were cheaper. Then Amazon.ca started up and we Canadians were offered the option of transferring our libraries to Amazon.ca. I chose not to. I wrote to Amazon CS and told them I would be living part of the year in Canada and part of the year in the U.S. I asked if it would be permissible for me to change my country settings at the website according to where I was physically and continue to purchase books from Amazon.com. They said I could change my country as often as I liked. So I do that. I just make sure that when I purchase a book, my country settings are correct, so if there is any checking of my download location, it is clear that I am not misrepresenting my location.

This system now doesn't always serve me, as I have noticed that sometimes e-books from Amazon.com are more expensive when I am in Canada than they are when I am in the U.S. I have also seen instances where the same e-book would be a lower price for me if my library were in Amazon.ca when I am in Canada. However, I am reluctant to change over. I don't know how easy it is to transfer entire libraries repeatedly.

BTW, at the current time, my country settings on my Amazon account are set to U.S. When I go to the Kindle page at Amazon.ca, I am told that Amazon.ca is for Canadian customers only.

I looked over Amazon.com's terms of service and I don't see any reference to misrepresenting one's geographic location being against their terms. Just to be on the safe side, I only change countries to reflect where I actually am physically.
