Kobo will only have a problem with it if publishers complain, as you say it's another sale for them. It's publisher who originally pushed stores to take measures to restrict by geography. It really first became an issue when the UK publishers started putting out more than a few titles as ebooks. Before that there wasn't a huge geo-restriction problem. Kobo's current unspoken policy seems to be to go with the "letter" of geo-restricting (as in they restrict based on the address you give) as opposed to the "spirit" of it (they don't seem to use any other methods of determining location) so to speak.

The only way I can buy eBooks from Amazon CA or UK or elsewhere from the US (besides .com) would be to lie about my location when doing so and even then it doesn't necessarily work.
