Can you point out to me where is Kobo's T&C said about not able to buy books from a Kobo store outside the customer's home country? I don't seem to see it here:

If Kobo has an issue with people "travelling", it would have shutdown the "loophole" long ago. I think to Kobo, it is another sale to them, they are more than happy to sell one more book if the customer "travels".
(I could be wrong though.. only thing is there is nothing wrong for a person to acquire product/services where it is cheaper elsewhere. Also, it could be hard for Kobo to enforce that in this global world, a person from India may be in the USA for studies or work, and to enforce that would prevent this Indian from buying from Kobo India. Instead, he is forced to buy from Kobo USA because his current address is in USA)
