I think that ties in with why so many people hated the last book. There seems to be a good deal of projection going on, with people wanting Katniss to stand up and take charge...but that's just not who she is. She's a fundamentally reactive character, and in the last book her shell shock combines with that to pretty much turn her into a zombie. I get why the people who want her to rise up dislike that, but I found it totally in-character and realistic. After the end of book two, I don't blame her for shutting down...
