If Money really isn't an issue, how about the new Sony DPT-S1. It's a 13.3" E-Ink screen. Plenty big enough to read A4 PDFs. Only 1200x1600 pixels, so around 150ppi, but those are 16-greylevel pixels, so it's not too bad.
It does have a microSD card slot, and it also has 2.8GB available memory for user content.

The bad news is that it seems to read PDF and perhaps no much more. However, if you want an E-Ink reader that can handle A4 PDFs, this is currently the one to go for.

The other bad news is the price - around 100,000¥, or 60,000INR. (Around £600)
