They don't do tethering at all, actually. They will charge for using WhisperNet for personal document delivery. They also blocked all but specific destinations (the Kindle Store, Wikipedia, and the Bing Translate function IIRC) from being contacted at all on their newer devices, and capped it at 50MB browsing on the already-existing KK.
