I can't really say for iOS 5 but for me, Safari crashes occur a lot more frequently with the iPad Air on iOS 7 than with the iPad 4 on iOS 6 when visiting the exact same websites with the same browsing habits (lotsa tabs open). Unfortunately, I can't really compare iOS performance on same hardware as I'm loathe to upgrade my iPad 4 lest I experience the same crashing issues I'm getting with the Air.
