In that case, you must first determine what a "proper book" is. Does it have to have at least 200 pages? Must it be published by one of the big five? Must it have an official ISBN number? Does it have to be available in print as well as digital?

Anybody who creates anything, is an author.
If they are a good/great author or not, is a completely different matter. That *you* only see someone as an author if he or she is published in hardcover by one of the big publishers, is your very own problem.
By the way: there are many authors/writers who have never, written a book, ever. They write short stories, poems, news posts, blog posts, scientific articles.... on and on and on.
