Wheelers is based in New Zealand, BorrowBox is based in Australia. I don't know if they are available further afield though.
Edit: Actually I don't know where Wheelers is based, it looks like it is a part of
http://www.eplatform.co which is international (Australia, Ireland, New Zealand, UK, US). Wheelers might just be the name of the New Zealand branch.
