If you are logged into the Kobo website and the book is in your My Library > Purchased list but not in your My Library > I'm Reading list, then all you need to do is tick the box beside the book in the Purchased list and press the bookmark button to add the book to the I'm Reading list, and then sync.
However if the book is in your My Account > Purchase History list but not in any of your My Library lists, then you will need to contact Kobo and get them to add the book to your library. (In the meantime you might be able to download it direct to your device by searching in the device's bookstore, but it will disappear again the next time you sync until Kobo add it to your library).
