Sometimes that happens after you make several purchases in a short time; fifteen seems to be my limit. After a while (on the order of hours, not minutes or days), the limit clears and you're good to go again.

ETA: I hit the 15-transaction limit earlier tonight, and it cleared within four hours. That is, I tried again about an hour later, and when that didn't work I waited a bit longer than two more hours - in case my it's-been-an-hour attempt reset the timer. Thus, the hold time could be anywhere between about 90 minutes and four hours.
