The cover helps identify the genre--or at least it should. Often a title is nonspecific. Say the title is The Clock. That could be anything--romance, suspense, horror, fantasy, mystery, etc. If the cover looks like a romance, I'm not interested. If it looks like a mystery, I'll go on to the next step and read the blurb and/or synopsis.

Of course the story is the most important thing, but when the author is unfamiliar, the cover helps me classify the book.
