If I had had children, they'd have their own e-reader as of 6 or 7 years old, assuming that they were interested in reading AND that I was located in an English-speaking country.
Last time I looked, the e-book selection in Dutch was deplorable, and there were very few books suited for young children; the ones that could be had were often over the top expensive.
In the Netherlands, at this point in time, it would be quite useless to give a child his/her/(its?) own reader, at least IMHO. It's even useless for many adults who only read Dutch, because there are so few e-books to choose from compared to paper books
