The tablet is running Android 4.2 which, while not the latest version, is certainly acceptable. With this android version you should have no problems finding Google Play on your tablet browser and installing it. Another alternative is to instal Android Brain which is a reliable android app source. http://www.appbrain.com/app/appbrain...demonkeys.apps

As for having to buy an ebook reader app, think of trying one of the free ones first, such as FBreader or Cool Reader, there are lots more as well. If you try the free ones they will give you the chance to see what is available and what your needs are.
