An update for the benefit of others who might experience the same problem.
I plugged the Reader into a known good USB port and disabled any power saving features on the PC as suggested by igorsk and now after about 1.5 hours the Reader has sprung into life and started charging.
If I knew what had made it discharge I would make sure it didn't happen again! If I had left the Reader plugged into the PC when the PC itself went to sleep (and so removed power from the USB ports) would the Reader then perhaps effectively discharge into the PC and leave me with a totally drained battery?
I'll take up the suggestion of a PSP charger. Thanks to both of you for your help.
