			Most book rights, e- or p-, are still sold by region. 
It is common to see the same book priced differently in different regions or available in one area and not another. Neither Amazon nor any other vendor can legally change that. Technically speaking, selling an ebook to a region you do not have distribution rights to sell it to is piracy. Apple is currently facing several such claims in China over books in their bookstore. 
 
Venting is fine because there is nothing the retailer or consumer can do; it is a dated artifact of legacy publishing. 
 
Switching to the "magical annointed standard" epub will not change the availability of the book. But if it makes you feel better to think so...
