That should not be the case currently. When Kobo first came into existence they billed out of Canada. Because of this banks/credit card companies treated it as a foreign transaction and tacked on foreign exchange fees. Kobo did not charge or receive any of that money. Several years ago Kobo set up a U.S. billing arm (and I assume billing companies in various other countries they do business in) so that the transaction is now a U.S. (or whatever country) domestic transaction and there shouldn't be any surcharge.
