This is probably not what you are looking for, but in the Kobo Start Menu, you can find the executable sqlite3, and you can find an unsophisticated example script .kobo\kbmenu\scripts\show_infos\show_db_author.sh. Listing the annotations ordered according to books and chapters would of course need some more effort.
