Could be. It's in the manual, AFAIK, and to download the manual, the Kindle must be registered and have a Wi-Fi connection. I don't know if it's on there when you buy the device.

Yes. Even if they register it, the Kindle must download the registration information. If I change my Kindle's name online, it must be on Wi-Fi to download this new name; at least as far as I know.
It's best if you just get it out to a library or something, connect it once, arrange what you want to have arranged, and then shut off Wi-Fi.
