Kobo needs the capabilities akin to koreader. koreader is pretty much everything a PDF reader should be, however, the vast majority of Kobo users will never use it.

I've personally known half a dozen people who have chosen other devices purely because of how bad Kobo's native PDF reader is. I consider this bad business on Kobo's part, which is a shame because they're the only company with any innovation these days...
