If you use wi-fi to send your web articles to your Kindle, then no it doesn't cost (the only charges are for sending files via 3G on a 3G enabled Kindle).
I'd agree with davidfor's post though, before considering an upgrade to either the Aura HD or Kindle Paperwhite (or indeed a tablet), make sure you experiment as much as you can with the font options on your Glo. It might take a bit of fiddling with to get something that suits you, but the customisation of the fonts is one of the plus points of the Kobo.
