Apologies, but I am pretty sure that it isn't the case. Roads were clogged by 1 pm and the game wasn't until 8 pm.

The real problem was that people had already abandoned their cars in lanes of travel by 1 pm even though the snow had only been falling for at most an hour. There wasn't even ice on the ground yet.

Turning a roadway into a slalom course only compounded the traffic and increased the gridlock.
