Good plan, if you have no choice but to read PDFs.

I want to buy a tablet device, but I don't know what makes a good tablet device a good e-book reader. I guess having a decent sized screen is important?

You might think so, but I've been surprised by my iPad Mini Retina. Because of the terrific resolution and my myopic eyes, I can read tiny text just fine. Your eyesight may vary; I suspect the average person would prefer a full-sized tablet. Whatever you are thinking after your research, do please get hands and eyes on before you make a final decision.

However, it's really important for me to be able to highlight passages and be able to store these highlights some place

This depends more on the app you use, rather than on the exact tablet. I don't use highlights/annotations extensively, but those that do often seem to recommend my preferred PDF reader app, Goodreader. You can read a bit about the highlighting features here:

Hopefully some others who are more experienced with these features might happen along for you.
